Chain Law

Another challenge for the ornamental plant sector is its inclusion in the Food Chain Law, after the amendment of the Law 12/2013, of 2nd of August, on steps to improve the operation of the food chain, which came into effect on the 16th of December of last year.

“It forms a fundamental change in the uses and commercial activity. This year it has had to be applied to ornamental plants and due to the characteristics of this sector, which has a very wide range of products, with a very varied typology of operators, the operability becomes even more complicated, if possible, compared to other sectors.” In this sector there are large-scale operators (DIY centres, wholesalers, cash & carry stores, garden management companies) and others that are much smaller (florists, etc.). Fepex is carrying out an important communication effort through webinars, talks, etc. “The contractualisation alone is quite frightening. If other questions such as the effective production cost or the cost that they will have to apply to international operators are added to this, it is worrying and we are working on it. The operators want to fulfil the Law, but there are many loopholes that have yet to be resolved.”
