Consorzio Bestack has launched its new PPWR Help Desk, a technical advisory service aimed at supporting the fruit and vegetable supply chain in the application of the new European Packaging and Packaging Waste Regulation, known as PPWR.

Operational since 13 July, the service is available to packaging producers associated with the consortium, fruit and vegetable companies, representative organisations, large-scale retail groups and, more broadly, all operators involved in the management of packaging for the fresh produce sector.

The initiative comes less than a month before the first provisions of the new European regulation begin to apply and represents a further step in Bestack’s work to accompany the sector through the transition.

Technical support for the supply chain

According to Bestack, requests for clarification are increasing rapidly as companies, retailers and customers seek greater certainty over the new regulatory framework.

“In recent weeks, we have seen a growing demand for guarantees throughout the supply chain,” explained Claudio Dall’Agata, General Manager of Bestack. “Retail chains are writing to their suppliers asking for specific declarations, also with the aim of clarifying respective responsibilities.”

For this reason, the consortium has decided to make its expertise available to the entire supply chain, helping companies understand which obligations are mandatory, where there may be room for negotiation and how to provide technically correct responses that are consistent with the regulation.

Bestack warns that the application of the PPWR could otherwise become a complex contractual issue, with each actor attempting to transfer responsibility for potential non-compliance to others.

“The aim of the Help Desk is to help define a clear interpretative framework, based on the regulation and shared by the sector, in order to provide consistent answers and reduce uncertainty in its practical application,” Dall’Agata added.

A shared database of technical cases

The new service will collect requests for clarification, interpretative questions, technical opinions and support in preparing responses required by customers and retailers.

The cases analysed through the Help Desk will gradually form a shared database and a collection of technical FAQs, creating an information resource for the market and helping to promote a more uniform application of the European regulation.

Fruitimprese to hold the first webinar

The initiative has already generated interest across the supply chain. Fruitimprese will organise a specific webinar for its members on 24 July 2026, with the support of Bestack’s PPWR Help Desk.

The webinar will focus on definitions, obligations, deadlines, solutions and practical cases, with the aim of helping companies prepare for the application of the regulation from 12 August.

A technical update after the first 100 days

The Help Desk activity will also feed into a new technical update meeting, scheduled to take place in Bologna after the first 100 days of application of the regulation, on 20 November 2026.

The meeting will be aimed at quality, purchasing and packaging managers from fruit and vegetable companies and large-scale retail groups. It will analyse the main issues that emerge during the first months of PPWR implementation, the requests received through Bestack’s Help Desk and the solutions identified.

The objective is to transform the experience gained in the field into a shared resource for the entire supply chain.

An open invitation to the sector

With this initiative, Bestack aims to provide the sector with an operational, independent tool that is open to collaboration with all representative organisations in the supply chain.

“The PPWR concerns the entire supply chain and we believe that a challenge of this scale must be addressed together,” Dall’Agata concluded. “For this reason, our invitation is addressed to all sector representative organisations: we are open to collaborations, endorsements and shared initiatives that can help disseminate this service and make it a reference point for companies.”

According to Bestack, the goal is to provide the market with authoritative, consistent and regulation-based answers, while offering concrete support to the supply chain in the application of the new European packaging regulation.
